J&K Govt Promotes 28 JKAS Officers to Higher Grades, Pawan Singh Rathore Gets Super Time Scale
Nine officers promoted to Special Scale, 18 elevated to Selection Grade; several officers designated as Special/Additional Secretaries
Srinagar, Aug 7 (JKNS): The Jammu and Kashmir Government has approved a series of promotions in the Jammu and Kashmir Administrative Service (JKAS), elevating 28 officers to the Super Time Scale, Special Scale and Selection Grade under three separate government orders issued by the General Administration Department (GAD).
According to the seperate orders issued by the government, one order, as per Government Order No. 1374-JK(GAD) of 2026, as per news agency JKNS, stated that, sanction has been accorded to the promotion of Pawan Singh Rathore to the Super Time Scale of JKAS, Level-14 (₹1,44,200–₹2,18,200), notionally with effect from September 26, 2025, and on a regular basis prospectively.
The promotion is subject to the outcome of any writ petition(s), if pending before competent courts of law.
Under Government Order No. 1375-JK(GAD) of 2026, nine officers have been promoted to the Special Scale of JKAS, Level-13 (₹1,23,100–₹2,15,900).
The officers include Dr. Sunil Sharma, Zahoor Magray Ahmad, Syed Sajad Qadri, Masarat Hashim, Sonali Arun Gupta, Atul Gupta, Ritu Mahajan, Mohammad Anwar Banday and Dr. Mohammad Tanvir.
Dr. Sunil Sharma has been promoted notionally with effect from May 15, 2026, while the remaining officers have been promoted prospectively, as indicated in the government order.
Consequent upon the promotions, Dr. Sunil Sharma, Ms. Sonali Arun Gupta, Ms. Ritu Mahajan and Mr. Mohammad Anwar Banday shall be designated as Special Secretaries in their respective departments, while the remaining officers shall continue at their present places of posting till further orders.
Meanwhile, Government Order No. 1376-JK(GAD) of 2026 accords sanction to the promotion of 18 JKAS officers to the Selection Grade, Level-12 (₹78,800–₹2,09,200) on a prospective basis.
The officers promoted to the Selection Grade are Akhil Sadotra, Gulzar Ahmad Bhat, Mumtaz Ahmad Pir, Rachna Sharma, Reyaz Ahmad Shah, Piyush Dhotra, Vikas Sharma, Muzaffar Ahmad Sheikh, Masood Ahmad Wani, Shafqat Majeed Bhat, Tariq Ahmad Reshi, Deepak Kumar, Suheel Ahmad Lone, Shoaib Noor, Javid Ahmad Rather, Musharraf Ali Haf, Shakoor Ahmad Dar and Mohd. Jhangir.
Consequent upon the promotions, Gulzar Ahmad Bhat, Rachna Sharma, Vikas Sharma, Masood Ahmad Wani, Suheel Ahmad Lone and Shoaib Noor shall be designated as Additional Secretaries in their respective departments, while the remaining officers shall continue at their present places of posting till further orders.
The promotions under both orders shall remain subject to the outcome of any writ petition(s), if pending before competent courts of law.
All three government orders have been issued by the General Administration Department following Council of Ministers Decision No. 98/10/2026 dated August 4, 2026. (JKNS)
